Scarlett Raine is a 31-year-old Sapphorian Woman. She is tall, slim and extremely attractive. She has olive green eyes and dark hair. Scarlett is a corporate attaché for the Mulligan Corporation, and her extremely well-remunerated job sees her rubbing shoulders with The Nobility, whom she is comfortable dealing with. She dresses provocatively, including wearing very revealing underwear, as her job may even require her to go as far as sleeping with members of The Nobility in order to influence them.

Chapter 5: The Reign of Jess (Part 2)

Scarlett can be found in Fivaviana, where she will be meeting with Cordelia Kisimi, daughter of the Governess. She is thwarted in her attempt to meet with the girl due to Abbie's actions in distracting Cordelia from harassing Tina. Abbie is later free to engage Scarlett in conversation to advance her goal of finding information on Elizabeth Paris.

Chapter 6: The Reign of Jess (Part 3)

In Chapter Six, Scarlett continues to aid Abbie in trying to uncover the truth about Elizabeth. After sending her to Kisimi mansion to obtain information, she deduces that Elizabeth is connected "either at a very high level or a very low one," and that Abbie is in extreme danger and should abandon her quest. Abbie ignores Scarlett's warning and with the aid of some criminals, gains entry to Elizabeth's house, and eventually her underground safe house. After learning the truth, that Elizabeth fell in love with a man in the Outside World, betraying Sapphory, Scarlett enters, reveals herself to be a government agent and abducts Abbie.

Abbie is taken to Scarlett's secret facility, a disused SISTER base where she strips her naked and prepares to torture her for information. Abbie is able to escape first, and after learning the real truth, that Scarlett was mind-wiped and discharged from SISTER, Abbie succeeds in wiping Scarlett's memories once again and escapes with the Oblidar drug. Scarlett's fate after this is unknown, though a conversation that Abbie can listen in on between two NPCs reveals that she was not in the base when the guards arrived.
