Sapphorian Intelligence Service: Tactics, Espionage and Reconnaissance (SISTER) is a clandestine organisation run by the Sapphorian Government as a branch of Sapphorian Intelligence, the country's official security service. SISTER is so secret that it is widely believed to be nothing more than a conspiracy theory.
History
SISTER was formed in the immediate aftermath of the third world war, when the Sapphorian Government under Queen Isabella I had surmised that it was the world's only surviving state and that it had a unique opportunity to prevent the threat posed by the outside world, under which the country had lived for its entire existence up to that point, from ever returning.
The Royal Palace allocated masses of funding to the intelligence service to set up this organisation, but kept its existence secret to ensure that information about it could never leak out.
Mandate
The mandate and purpose of SISTER is to infiltrate, monitor and disrupt all technological advancement by the nations of the outside world, limiting their development and removing anything that could become a threat to Sapphory. Its operatives are embedded within every part of human society outside Sapphory and have, over the centuries, become extremely efficient at what they do. This is how the outside world remains a primitive post-apocalyptic wasteland with very few governments even centuries after the nuclear war.
Agents achieve their goals by whatever means necessary, be they blackmail, assassination, disinformation and even seduction, (though it is unlikely that agents actually engage in sexual activities with males, as Sapphorians are all lesbians and are raised from a young age to be disgusted by them.)
SISTER agents steal or destroy research, murder scientists, assassinate powerful political figures or agitate for them to be overthrown, and in some cases, topple entire governments. They have proven extremely effective at this task, and the result has been a complete lack of noteworthy advancement in the Outside World since the Third World War.
SISTER has also been known to turn its attention inward and has targeted the Okonrin Separatists in the past, though internal security is more normally handled by the official intelligence service.
Conspiracy Theory
With no transparency in Government, a tightly controlled state press, and all decisions taken behind closed doors by the Nobility, there is little opportunity for Sapphorians to uncover corruption or mendacity in their Government and very little means by which they could raise awareness of it if they did. Whistleblowers are virtually non-existent as all Government employees know that revealing state secrets could get them exiled or even (theoretically) executed.
In this stifling environment, the intelligence service has successfully concealed the existence of SISTER for almost 600 years. While snippets of information are always bound to leak out, it has, by either design or accident, gained the status of nutball conspiracy theory. This has ensured that even if a chunk of information regarding its activities does leak out, the overwhelming majority of women would simply dismiss it.

Easter Eggs
In the decommissioned SISTER facility, the sign says it was opened by Chief Spymistress Lana Sandiego. This is a reference to the TV series Archer and Where in the World is Carmen Sandiego? which are both espionage-related.
