HW2_Fade(<bState>)
This function must be called from an event table. It fades/unfades the screen. Use Universe_Fade to do the same from a normal chunk.
Note: this function is defined in "data\scripts\scar\scar_util.lua".
HW2_Fade(1)
<bState>: 1 = black screen; 0 = normal screen
