The SchemeTitleNorm colour scheme is used by the FlexWinTitle Module:

• when the FlexWinBorders functionality is disabled (or if a layout function other than flextile is used) and
• the window for the given window title is not selected

The scheme is also used for the bar border colour unless the BarActiveGroupBorderColor or the BarMasterGroupBorderColor functionality is enabled.
