Identification UC37
Use case Calculate and View Environmental Compensation
Actors User
Stakeholders and interests Environmental Planner: Needs precise calculations for environmental compensation and mandatory forest replacement to ensure legal compliance and effective planning. Project Manager: Requires financial and area-based compensation estimates for project budgeting and approval.
Pre-conditions The "Environmental Impact Assessment" section is accessible for the Phytosociological Analysis (UC36 has been executed). Suppression or forest inventory data for the Analysis is available and processed.
Minimum guarantees System provides clear error messages for missing or invalid input data.
Success guarantees Detailed calculated results for environmental compensation (financial, seedlings, area) are displayed in text and graphical formats, along with legal recommendations.

Main Success Scenario

User Action System Response
1. This use case begins when the user accesses the compensation calculation functionality within the "Environmental Impact" section. 2. The system pre-loads input fields for compensation calculation (e.g., enterprise info, intervention areas, specimen suppression data, preserved areas) with data from the phytosociological analysis and mapping (if available).
3. The user reviews and adjusts the pre-loaded input fields, including entering the Total Investment Value (R$) and selecting the Enterprise State and Municipality. Justification is required for manual overrides of auto-filled fields. 4. The user triggers the calculation (e.g., clicks "Calculate Compensation" button).
5. The system validates all input data.
6. The system applies the environmental compensation and Mandatory Forest Replacement (RFO) calculation rules specific to the selected State and Municipality (per BR19.2), using the provided data. This includes calculations for financial compensation (if applicable), seedling requirements, and equivalent area.
7. The system displays a Summary of Total Compensation (financial, seedlings, equivalent area).
8. The system displays a Detailed Seedling Compensation (RFO) breakdown and a Bar Chart: "Composition of Mandatory Forest Replacement (RFO) in Seedlings."
9. The system displays Detailed Equivalent Area Compensation (required and remaining balance) and a Pie or Donut Chart: "Proportion of Suppressed Areas by Successional Stage."
10. If applicable (e.g., if area abatement applies), the system displays a Stacked or Grouped Bar Chart: "Environmental Compensation Balance by Area."
11. If applicable (e.g., if the state's methodology includes detailed GI calculation), the system displays Calculation Details (VR, GI with ISB, CAP, IUC breakdown) and a Radar or Web Chart: "Composition of the Environmental Impact Degree (GI)."
12. The system displays Recommendations and Additional Measures (e.g., Plant Transplant Plan, Eradication of Invasive Exotic Species, Monitoring Requirements, Destination of Suppressed Material, Suggestions for Compensatory Planting Areas).
13. The system displays a Legal Disclaimer indicating the calculation is an estimate.

Alternative Flows

5a. Incomplete/Invalid Input Data

User Action System Response
1. If the system detects invalid or missing essential input data during validation, it displays clear, informative error messages (as per BR19.4) for each problematic field.
2. The system prevents the compensation calculation from proceeding until all required data is corrected.
6. The user corrects the invalid/missing information and re-triggers the calculation. 7. The system re-validates and proceeds to step 6 of the Main Success Scenario.

Special Requirements

  • Automatic Pre-population with Justification: Input fields are auto-filled from analysis data but editable with mandatory justification.
  • Comprehensive Inputs: Includes enterprise information, location, detailed intervention/suppression areas, specimen suppression data, and existing conservation measures.
  • Validation: Strict validation of all input data is required.
  • State-Specific Logic: The system must apply calculation methodologies (financial, RFO, Equivalent Area) specific to the selected state/municipality legislation.
  • Detailed Outputs: Displays compensation summaries, breakdowns for RFO and Equivalent Area.
  • Multiple Graph Types: Includes various graphs (Bar, Pie/Donut, Stacked/Grouped Bar, Radar/Web) for visual representation of results.
  • Recommendations: Provides actionable recommendations for mitigation and compensation.
  • Legal Disclaimer: A disclaimer for calculation estimation is mandatory.
