Implementation Details

  • Application of Specific Legislation: Based on State and Municipality selected in BR19.1, the system loads and applies the specific calculation rules of the local environmental legislation.
  • The system contains a configurable database or rule engine that stores the particularities of environmental compensation laws for each state (and, if applicable, specific municipalities, such as Viamão/RS).
  • Example Rules (e.g., Rio Grande do Sul):
    • Mandatory Forest Replacement (RFO) of Seedlings: Specific seedling requirements per suppressed native tree ($\ge$ 15cm), exotic tree ($\ge$ 15cm), understory clearing (< 15cm), and threatened species (e.g., Araucaria angustifolia).
    • Equivalent Area Compensation: For primary or secondary vegetation suppression in Atlantic Forest Biome, requires equivalent area allocation.
  • Other States (Generalization):
    • Financial Compensation (CA = VR x GI): Applies state-specific "Impact Degree (GI)" methodology, possibly involving Biodiversity Impact Score (ISB), Priority Area Commitment Score (CAP), and Influence on Conservation Units Score (IUC).
    • Mandatory Forest Replacement (RFO): Applies state-specific RFO rules, which can vary in number of seedlings per tree/area/volume.
    • Abatement for Preserved Areas: Subtracts "Areas of Native Vegetation Maintained Above Requirements" from compensation totals as permitted by law.
