Loads another bolt into the Crossbow equipped in either your Primary Weapon slot or Secondary Weapon slot (primary first). A Crossbow cannot be fired unless it has first been loaded, and since reloading a Crossbow is a rather slow Action it must be performed manually rather than being baked into the Weapon Speed of the Weapon like Bows.
