A checkable toggle, on by default.

Rulers run along the top and the left of the modeling window, in whatever unit you are working in. They change with the working unit rather than being fixed to millimeters.

They are also where guides come from: you drag a guide out of a ruler. Turn the rulers off and you cannot pull a new guide, though the guides you already have stay where they are. See Show Guides.
