On the downside, the rights of local people would be actively restrained, forcing many powerful merchants and magnates to bring their wealth elsewhere. Especially applicable to large cities where organized crime has run rampant, ruthless pursuit of justice has its appeal. In quieter regions, laying down the iron fist may be more than unnecessary.
