The Static Boots are your way to produce EU on your Player.

This Utility Armor is made out of 4 Iron Ingots, 1 Wool and 3 Copper Cables and produces EU while you are moving.
The amount of EU produced is not much, because that kind of production is not really effective.
For every 5 Blocks that you move you get 3EU of charge.
That doesn't multiply properly, it increases only after 15 Blocks of movement and then it's only +1EU per 5 Blocks that you get extra.

It is a great way to produce power while you are in caves mining, just generally moving around a lot or exploring, since you won't rely on external power sources to provide EU to yourself.

In combination with a Solar Helmet it is a great way to provide a good chunk of your power that you will use.
