The Hazmat Suit is a odd piece of armor.
It does not absorb much by way of protection, also has almost no durability and seems very cheap in general.
What is making that piece of armor so valuable is its price and what it delivers.
It is an armor made out of rubber, which you may not have begged for, but its a good investment.
The reasons is in its set boost:
Once the complete set is equipped you are basically immune to all fire, electricity and radiation damage.
This means, you'll be able to swim in lava or run through fire unharmed or survive standing on uninsulated high voltage wires.
That may not seem to be useful at first, but when you enter the nether, protection against fire and lava is the most useful buff you can get.

On top of that the Scuba Helmet, when equipped, provides you with air when you are about to run out of it, if you have Air Cells in your inventory
