Who gets it: Rome, Roman Rebels (first civil war), Roman Rebels (second civil war) and The Roman Senate; once it fires it applies to all of them at once
Hail, Consul! Decades of brutal warfare against Samnites, Gauls, and Carthaginians have shown the need for further military innovations. In response to these challenges, our armies are now being armed with the large oval scutum, the armor-piercing pilum, and the Iberian gladius. Our legions stand ready to defend the Republic and secure Roman hegemony across the Mediterranean.
If you are playing Rome, Roman Rebels (first civil war), Roman Rebels (second civil war) or The Roman Senate: it fires when at least 71 settlements are held by Rome, Roman Rebels (first civil war), Roman Rebels (second civil war) and The Roman Senate between them.
The game checks this at the end of every round.
