Depending on the local traffic laws, it may be permitted to make a turn at a signalized Angular Intersection when the signal indicates STOP after making a complete stop. The turn requires yielding to cross traffic.
In California, USA, for example, it is legal to make a "right turn on red".
In fact, it is also legal in California to make a "left turn on red" if the cross street is one way. In modeling terms we would say that the exit Conduit is an Unpaired Conduit in a One Way Road Segment.
