Passive Level/Highest Task
The Passive Level/Highest Task window is a dual-purpose window for setting either the Passive Level or Highest Allowed Task of a certain skill. The window can be opened by clicking the edit icon in the Activity Info Skills Tab next to the skill you want to edit.
The top part of the window is for setting the Passive Level of the skill in question. Passive Levels are levels that are gained in a skill outside of 'valid' training methods within your unlocked chunks. Usually, this is things like random event lamps, but can also include training skills in ways that your selected rules wouldn't otherwise require as a training method. The use of adding Passive Levels in this way is mostly because of training methods or other unlocks above level 1 wouldn't otherwise be recognized by your map, including things like lamping Hunter to 17 for Puro-Puro access, but can also be for things like lamping Woodcutting to level 6 to use a steel axe if it's the only axe you have access to, thereby unlocking Woodcutting training.
One special feature of this input is that a skill can be disabled from your map completely by setting your Passive Level for it to level 0. Neat!
A note: Passive Levels are not needed for skills that you can already train normally within your chunks, so there isn't any use to keeping your levels up-to-date with your current stats for every skill. Its only real use is for skills trained non-conventionally.
The bottom part of the window is for setting the Highest Task required for the skill in question. This is also known as the 'Meme Grind Limiter', and is used for preventing tasks of a higher level from showing up in your Active Tasks. This is useful if you find yourself face-to-face with a grind that you deem too difficult, and can be an alternative to using the backlog feature. Setting this input to level 99 will allow skill tasks of any level to show for the skill in question, effectively disabling this feature for that skill.
