Problems describe difficulties, pain points or other forms of inefficiency users might be having. For us they are opportunities for providing a service, or partnering with other entities to provide a service. The should typically be told from the point of view of a user and provide a brief but informative narrative of the problem the user is facing. It should describe what the user is trying to accomplish, the parts where the user is finding difficulties and often how it makes them feel.

The primary Persona should be mentioned in the first sentence, and linked. In addition, any other relevant personas should also be linked in a section below.

Finally, make sure and add a problem tag to the issue. This will ensure that it can be searched for as a problem and it will also assign it to the Problem column in our waffle board.

Do not provide solutions to the problem as that is the responsibility of the Solution issues.

Do not worry about linking the Solutions either. The linking happens automatically when you link a solution back to its relevant problem

[Random Citizen](https://github.com/psu-libraries/personas/wiki/Random-Citizen) is having a difficult time writing a problem. She has tried several times but she is having a hard time organizing her problem. Every time it seems like it just grows and grows until the problem becomes unsolvable.
