The rotation of who's in charge of new maintenance tickets is by week.

Manage ALL the tasks covered by a maintenance fee (except for big project).
We usually consider that a Done task shifts to the maintenance team 2 weeks after the dev was put in prod. This delay is somewhat flexible, the rationale being that after that delay the request may be not that fresh in the developer's mind ead and he might have removed the repo/source/db from his computer. In such case asking to the developer will not allow us to gain that much time.
