Privileges are assigned to users through Roles. See Add Privileges To Users By Role and the Administration Navigation Guide.

Note: Adding only the enum value is not sufficient — the privilege must also be registered in getCategory() and the UserPrivilageController tree node. See the Privilege System Guide for the three-step process.
