The Pokémon Expansion feature is a beta feature that only works for FireRed 1.0 (BPRE0). It is currently disabled, and it can only be applied in older debug versions of Hex Maniac Advance (before 0.5.1).

This utility allows the data.pokemon.stats table to be expanded, allowing more room for later-generation Pokémon. Expanding the table automatically switches Pokémon around so that the Bad EGG and 27 Unown forms stay at the bottom.

This utility is effectively scrapped for the time being, and it is currently in the backlog until further notice. There are a few known glitches: the Pokédex only showing duplicate entries for one expanded Pokémon, expanded Pokémon overflowing past index 511 in the hall of fame, and the faintifabilitynotdamp command causing game crashes.
