This page has four different sections: Register New Member, Registration Agreement, Set reserved names, and Settings

Register New Member: This page lets you (the admin) register new members to the site. This can be used for different purposes (e.g to help people who are having problems to sign up, etc etc)

Registration Agreement: This page lets you modify the agreement. The agreement is shown before the member can register.

Set reserved Names: This page lets you reserve names. If you have specific usernames that you don't want members can use, you can write them on this page.
