Allows for the choice to replace the bullet velocity of Maya's Accelerate with swap speed
Gun damage remains unchanged.
Gives 12% swap speed on the first point, 6% every point after.
36% swap speed at 5/5, 66% at 10/5.

Makes it so Accelerate buffs damage and weapon swap speed (no more bullet velocity)
