The Toolbox is a inventory container which allows you to store your tools in.
You can compare it to a backpack from a mod or with a shulker box in minecraft.
The difference is that this Toolbox can only store tools, like pickaxes, wrenches, batteries and other things.
There are 3 types of the ToolBox, the Default, the Nano, the quantum one.
It also has 2 textures indicating if someting is in the box or not.
You can rightclick the ToolBox to see its content.
Storage:

  • Normal: 8 Slots
  • Nano: 15 Slots
  • Quantum: 45 Slots

1.7.10 Note: The Toolbox there has no Inventory you right click it and it removes your hotbar items and readds them.
If you want a toolbox like that search for Quantum Pack
Its a Mod i taken over and ported to 1.7.10 and it works with IC2Classic & IC2Experimental
