Caese is the ostensible leader of the Resistance, and has rallied a relatively large number of freedom fighters to his cause. He is rumoured to be a most ruthless leader, who is readily able to sacrifice even his most loyal followers to further the cause. In doing so, he has built up a reputation based on fear, which might lead some that would otherwise have lent their strength to a noble cause to circumvent joining the rebel’s cause.
