No configuration of the Notification Services Instance is performed by FineBuild.
Notification Services should not be installed unless it is used for legacy applications. Where Event Processing is required, it is recommended to Install StreamInsight.
FineBuild uses the following parameter to control the installation of Notification Services:

In order to maintain compatibility with older versions of SQL FineBuild, the parameter /InstSQLNS: can also be used.
Notification Services cannot be installed on Windows 2012 or above.
