The "Civil Service" administers the merit system used to staff government-provided services. It also administers the auditing systems used to assure both in-house services and out-sourced services are performed honestly, properly, and efficiently.

Some government services should not be out-sourced for various reasons including:

• They can not be entrusted to competing profit-driven companies.
• They are best staffed by service draftees as part of the "Draft Democracy" theory of government.
