There may be some government service roles where it does not seem wise to out-source the service and it also (for some reason) does not seem wise to use the civil-service system to staff the role. In these cases, there may be a rationale for periodically drafting people from the jurisdiction's citizens to perform the role. Situations where this might make sense include:

• Neighborhood Watch (Who is eligible and available?)
• Advisory Boards (Who is eligible to be drafted?)

I consider this concept to be very problematic. Nevertheless, I added it because I suspect some government roles will not fit into the civil service system. I am wary of people who "self-select" themselves for a role. But it seems to work well-enough for volunteer fire departments.
