A philosophy of managing data must necessarily state what the purpose of data sharing is. The purpose of data sharing is to off-load human labor on menial tasks by allowing simple queries to be available without bothering people. ??Couldn't this be accomplished by a paper document inside the building? A: not available at all hours and does not provide independence--user must do extra work.

Social/goddess functions vs. Economic/god functions balance power for any events:

• the system must allow submissive-side access and growth when existing dominant-side leaders are inadequate. (this mirror the Greek, boi/Daddy relationship)
• some areas of the Earth must be able to reject devices that require fossil fuel (while the global government cannot disallow them): electronics and industrial appliances. Devices which run on sustainable sources are in-between.

Data is secured/managed with tiered layers.
