Octant is a arcane-level view of published information from the node. It is a number 1-8 representing the 8 "octants" of a 3-dimesnaionl space. This space is analagous to the color schema, minus the black-white axis. (XXX need to define what number maps to what)

These octants [should] have a system-wide ordering, that makes it consistent across all nodes. The welcome message is an exception and represents all the octants within (the whole node).
