First I had to download chrome because internet explorer was broken. The command is seen below.

Once chrome was open I went to the video located here. and followed the steps specified. I then went through the add rules and features setup as seen in the image below:

Once the update had been completed I then went through and clicked tools, IIS and then I went to localhost

I then went through and downloaded mysql.
