Clear configurations on the node that failed. Some

kubeadm reset -f
systemctl stop kubelet
systemctl stop docker
rm -rf /var/lib/cni/
rm -rf /var/lib/kubelet/*
rm -rf /var/lib/etcd/*
rm -rf /etc/cni/
ifconfig cni0 down
ifconfig flannel.1 down
ifconfig docker0 down
ip link delete cni0
ip link delete flannel.1
systemctl start docker

Make sure /etc/systemd/system/kubelet.service.d/10-kubeadm.conf exists and has the following content:

Environment="KUBELET_KUBECONFIG_ARGS=--bootstrap-kubeconfig=/etc/kubernetes/bootstrap-kubelet.conf --kubeconfig=/etc/kubernetes/kubelet.conf"
Environment="KUBELET_CONFIG_ARGS=--config=/var/lib/kubelet/config.yaml"
# This is a file that "kubeadm init" and "kubeadm join" generate at runtime, populating the KUBELET_KUBEADM_ARGS variable dynamically
EnvironmentFile=-/var/lib/kubelet/kubeadm-flags.env
# This is a file that the user can use for overrides of the kubelet args as a last resort. Preferably,
#the user should use the .NodeRegistration.KubeletExtraArgs object in the configuration files instead.
# KUBELET_EXTRA_ARGS should be sourced from this file.

Reload systemd configuration

systemctl daemon-reload

Run the kubeadm init or join command. It will work this time.
