Overhauls Jakob Shotguns to be more like Borderlands 1 style Jakob shotguns aka "If it took more than one shot, you weren't using a Jakobs"
-Changes Jakob shotguns to be more powerful but slow: 85% reduction in fire rate, 20% increase in accuracy, and 100% increase in damage
-DOES NOT affect any Unique item
-DOES affect every non-unique Jakob Shotgun
