You need to go to your server folder (root directory)

Find the file called server.properties and open it with any text editor (Notepad in Windows for example)

When open find in the file the line function-permission-level=2. Now for you it might not be equals to 2 but the default is 2.

Change that 2 or the number in your case to the number 4. (Very important!)

Save the file and you are ready to go! Just one more step if your server is running simply type /reload if you are running Minecraft Vanilla or /minecraft:reload if you are running Minecraft Bukkit. If your server is not running just start it :) (Note you need to be operator to do that (How to become operator))

You are done!
