Turn After Stop Permitted - woven-planet/opensafety-mbse GitHub Wiki
In some regions of authority, it is okay to make a turn on a stop signal after coming to a complete stop. In California, USA, for example, an outside turn on a stop signal is usually permitted and treated as if making an unsignalized stop.
In fact, it is also okay, in California, USA to make an inside turn if there is only one cross traffic Road Segment and it is a One Way Road Segment.
In such cases we must consider the status of both the entry and exit crosswalks independently of the status they would have during a go signal.

Entry crosswalk closed on stop
For a go signal, it is assumed and necessary for the entry crosswalk to be closed. When stopping on stop signal, it is possible for the entry crosswalk to be open. Here we record the expectation for this turn when the signal is stop.
Type: Boolean (True if always closed during stop signal)
Exit crosswalk closed on stop
The status of the exit crosswalk may differ when the signal is stop. This is only of relevance on a turn after stop
