Meeting Note

The team first welcomes new members from JMA, Mr Kentaro Tsuboi as a member and Mr Eiji Toyoda as an observer, replacing Mr Masato Fujimo, who has moved to a new position.

1. Report on the WIS2-to-GTS gateway test

Hassan presented the team with the summary of the WIS2 to GTS gateway test report.
Jeremy commends Lei’s and Paul’s team for their valuable contribution to the test.
Rémy: ECMWF, and others should at minimum operate a WIS2 receiver to ensure direct access to WIS2 data. Gateways are intended primarily for centres that are technically unable to run the system themselves. Numerical Weather Prediction (NWP) centres, such as ECMWF, are expected to retrieve and process native WIS2 data directly, rather than relying on gateways as an intermediary source.
Jeremy noted that the test was successful, providing a solid foundation to begin the transition process starting in May 2025
In response to a question regarding whether any formal requests had been received to stop the MSS, Hassan informed the meeting that no such requests had been received yet. He noted, however, that some countries are actively preparing for the transition. He emphasized that such requests are unlikely to be submitted until the readiness of the Gateways has been officially announced.
Regarding the analysis, Hassan informed the meeting that during the reporting sessions, participants and RTHs were asked to provide additional details on the missing and delayed messages. However, no further information has been received to date.
Regarding the missing messages, Rémy noted that the issue may be related to specific receiving sites, mentioning Wellington, Melbourne, and Washington (which has a direct link to the UK) as examples. He suggested that the root of the problem could lie on the receiving side (problem of configuration of their MSS), and emphasized the need for further analysis to confirm this hypothesis.
Lei Zero or “-“ in the table of integrity of data does not necessarily indicate that Washington or other centres didn’t receive the data. Instead, it could mean that the data was not reported. Further investigation is needed to determine the exact cause of the discrepancy
Action 1: Hassan will follow up with ECMWF colleagues to investigate the reasons behind the significant time delay. Action 2: Jeremy, Rémy, and Secretariat to discuss and identify the first requesters.
Action 3: Jeremy will follow up with RTHs and participants to gather additional details for further analysis.

TAC to BUFR?

In response to a question regarding whether TAC data would be considered new data, it was clarified that TAC to BUFR data, being a different data format with distinct GTS headers, is not classified as new data. However, this constitutes an exception that must be highlighted in the communication to the PRs and included in the operational newsletter regarding the announcement of the Gateways' readiness for migration
Decision: There are no changes to the transition guide, as it was already approved by Congress. The clarification will be provided in the communication, but not within the transition guide itself.

2. Feasibility and planning for 2-day parallel test

A discussion was held regarding the value of a 2-day parallel test. Participants agreed on its value, but further discussions are needed to clarify and develop the assessment process and to plan the tests. These tests will create duplication, and it is necessary to clarify how the reception from GTS or Gateways will be confirmed.
(Jeremy) Members are requested to check that the bulletins and the Gateway are publishing the data as expected. GISC should verify the publication, and the Gateway should ensure the relevant sources are whitelisted.

3. Discussion on recommended data and WIS2-to-GTS Gateway, aviation data in particular

(Rémy) These two issues should not be combined. For the recommended data on the GTS, the WIS2-to-GTS Gateway will republish the data using a whitelist with the appropriate, identified headers. In contrast, the matter of aviation data is more political in nature and requires high-level discussions and decision-making.
A discussion was raised regarding the recommended data and the role of the Gateways. It was noted that, as outlined in the Transition Guide, if a Member expresses interest in publishing recommended data via a Gateway, the GISC will coordinate with the WMO Secretariat and the Gateway operators to define and implement the necessary technical arrangements. This coordination aims to ensure consistent handling of the recommended data across all Gateways and to support the broader transition process.
Conclusion: The inclusion of aviation data as recommended data to be sent via WIS2 is a political matter that requires high-level discussion and decision-making Decision: We are ready to support Members for transition.
Action 4: The SC-IMT Chairs and the Secretariat will engage in a high-level discussion with the Presidents of INFCOM and SERCOM regarding aviation data. The purpose of the discussion is to determine whether aviation headers should be included in the whitelists for Members transitioning from GTS to WIS2.
Action 5: Hassan to consult with the aviation focal point (Greg) to clarify how IWXXM data is currently being distributed.. Action 6: Rémy, Jeremy, and the Secretariat will collaborate on preparing the communication announcing the readiness for Members to begin the transition from GTS to WIS2.
