Minutes

Concerns and questions expressed at discussion of the Proposal for CC BY 4.0 for WDCs

o Discussion showed majority support, but also expressed concerns and raised a number of questions:

  • IPR of data submitters vs IPR of WDCs, license should protect the former as a priority
  • Compliance of suggested license with WMO Unified Data policy unclear and needs to be looked at by (WMO) lawyers
  • Can WDCs attach a license to something they don’t own?
  • Questions on application of existing data at WDCs, on already licensed data that are submitted to a WDCIPR of data submitters vs IPR of WDCs. License should protect the former as a priority

o Vote of members passed motion with 9 in favor (including 3 votes by correspondence), 1 abstain, 2 no vote

Implementation of WSI to replace GAWIDs as primary identifiers for GAW stations

  • Proposal was briefly introduced, will be discussed in detail at next meeting
  • Broad support to consider 3-letter GAWIDs only as (GAW) program-specific identifiers, and to use WSIs as principal identifiers for stations at data archives.
