1. Welcome and approval of minutes from previous meeting

Notes from ET-ACDM 2026-1 approved

Members were reminded to prepare short status reports (slides) for the upcoming April symposium, highlighting:

  • Achievements over the last four years

  • Major challenges

  • Operational aspects of data centres

Action: Chair to circulate a reporting template.

Ongoing work on Version 2 of the WIGOS Metadata Representation.

  • Discussion on instrument-centric vs. observed-quantity-centric architecture.

  • Emphasis that metadata must support both research and operational observations.

  • Community input encouraged before final approval.

2. GAW updates from Secretariat

  • Secretariat restructuring:
  • Infrastructure Department (Director: Anthony Rea); Services, Science & Innovation, Capacity Development Department (Director: Véronique Bouchet)
  • Task force preparing scenarios depending on U.S. contributions.
  • Potential budget constraints by end of 2026.
  • GAW Programme restructure:
  • Fewer expert teams (approx. 8–10 groups).
  • Possible merge ET-ACDM with metrology/measurement quality areas.
  • Symposium seen as important opportunity for visibility.
  • Data metrics for World Data Centres:
  • Proposal to track datasets per variable per year.
  • Further review required.

Action: Members to review KPI proposal in github.

3. Question about how WIS 2.0 handles data that has licensed information not underlying WMO Resolution 40

Core: Free and unrestricted; automatically cached by WIS 2 for at least 24 hours. Still you can ask for core data to not be cached and be able to monitor traffic.

Recommended: May include access control; requires explicit license in metadata.

  • Data policy is mandatory in WCMP2 metadata.

  • No metadata → data rejected from WIS 2.

  • Archive and delayed-mode data can be published without real-time notifications.

  • MQTT broker required for metadata publication.

  • National PR approval required to register as a WIS 2 centre.

  • Centres may publish independently or via National Meteorological Services.

Discussion Highlights:

Atmospheric composition data generally considered “core,” though campaign data likely “recommended.”

NASA campaign data: open access but login required.

Interest expressed in improving discoverability via WIS 2.

Need to define timelines for participation in the WIS 2 Global Discovery Catalogue.

Action: Centres to indicate intention and timeline for WIS 2 participation.

4. Discussion about Guidelines for WMO/GAW Data Centres (presentation by Debra Kollonige)

Objective: Develop guidelines/best practices (similar to a Data Management Plan) for current and future GAW data centres, expected to be finished within one year.

Proposed Major Topics:

1-Data formats 2-Variables and attributes 3-Metadata (required / essential / desired) 4-Data uncertainties 5-Data access and findability (e.g., DOI, WIS 2, login policies) 6-Data quality indicators and flagging

Discussion/suggestions:

  • Align with WIGOS metadata.

  • Consider FAIR principles.

  • Avoid excessive detail; reference existing standards / guidelines where possible.

  • Potential to harmonize practices and documentation (!) across centres.

  • Questionnaire to data users may inform recommendations.

Action: To look at the Argos tool to support DMPs

Actions:

  • Open GitHub issue/project with outline and a few bites to get us going (@Debra).

  • Develop document through Spring/Summer (@all to provide content).

  • Aim for draft by end of summer 2026.

5. GAW Symposium preparation (questionnaire, highlights, splinter sessions)

Questionnaire draft for discussion

  • ET-ACDM has a slot during 'Highlights' on Monday 13.

  • Also a room has been booked for the 'Splinter' sessions on Wednesday 15.

  • Proposal to hold another team meeting before the symposium to:

    • Finalize presentation content

    • Coordinate splinter session

    • Review questionnaire
