1. Welcome and approval of minutes from previous meeting

2. GAW updates from Secretariat

WMO Secretariat restructuring - following a broader UN system modernization:

  • Departments reduced from 4 → 2.

  • New Department of Science & Innovation Services (merger of Science/Innovation + Services).

  • Overall: ~10% staff reduction (≈25 positions).

  • GAW post moving from regular to extrabudgetary funding.

  • GAW Teams under review: currently 18, aim to reduce to ~12 for efficiency; possible mergers/dissolutions.

  • GAW Symposium planned Spring 2026 → transition point for group changes + membership renewal.

Action: ET-ACDM to review the GAW reorganized proposal slides, also see GAW Reorganization Document with Questions and bring your comments and ideas to the next ET-ACDM meeting

3. Presentation on the planned webtool for monitoring GAW network

Presentation on progress in developing a GAW Network Monitoring Tool in collaboration with the WIGOS team.

Purpose: improve monitoring of GAW network performance using the WDQMS web tool as a main interface.

Ona's presentation

Background

WIGOS integrates multiple observing networks, including GAW.

Tools involved:

GAWSIS – station metadata, manually updated.

WDQMS – monitors data availability and quality.

Current gaps: lack of real-time status, inconsistencies between GAWSIS and data centres, and no unified monitoring interface.

Proposed Solution:

Develop a GAW Dashboard hosted by ECMWF, using standardized CSV input from data centres.

Two data categories: near-real-time and delayed data.

The CSV format will include station info, variable IDs, data provider, flags, and summary statistics (not full data values).

Initial monitoring will focus on ~35 core GAW variables.

Database development and protocol design to be completed by October 2025, with mock-up dashboard under testing.

Discussion Highlights:

  • Would the CSVs be auto-generated? - one CSV per data centre, frequency (annual or quarterly) still under discussion. Also to be determined if WDC or BSC will generate csv files.

  • What is the benefit for WDC to produce csv if BSC is already doing it? - if WDC is already producing something similar the extra work would be minimal.

  • Challenges highlighted in handling profile data (e.g., lidar) in flat CSV structures; Ona noted this will be addressed in future iterations.

  • Suggestion to learn from ICOS monitoring tools, which already provide similar real-time network performance dashboards.

Action: Members to review two shared files (list of GAW variables & csv description) by 30 October 2025. Feedback to be sent to Ona for integration before database development begins.

4. Discussion about KPIs

Reference: GitHub Issue #26

Objective Define common Key Performance Indicators (KPIs) for GAW World Data Centres to monitor performance and support reporting to the Secretariat and SC-EPAC.

Initial Proposed KPIs:

  • N° of files archived.
  • N° of downloads.
  • N° of visits to the site.
  • N° of stations regularly contributing.

Discussion Summary

Members agreed on preparing the 4 KPIs 4 times a year, a common definition must be agreed:

Action: ET-ACDM to define the KPIs above.

Action: Secretariat to look for the best way to show the KPIs

WMO can show the KPIs in wmo.int.

Question for WDCs: Would WMO be able to access to the database for each WDC to pick up the figures or would each WDC provide a csv file with them (or additionally use a API to upload them)?

6. AOB, next meeting

Concern raised about new stations joining under revised authentication.

Clarification: migration to new Swiss federal authentication system not until end 2026
