1. Approval of minutes from previous meeting

Jörg highlighted need for the group to monitor data centres that may be under pressure (financial, structural, or technical). 
- 
The current GAWSIS-OSCAR/Surface will not be supported by MeteoSwiss after early 2027; discussions ongoing with EUMETNET for possible collaboration. Login authentication will remain until Q3/2026. 
2. GAW updates from Secretariat
- SAG Ozone and SAG GHG joint meeting (July):
- Ozone: Draft strategy for future of the global ozone observing system requested by 31 October (focus on Brewer/Dobson replacement, complementarity of networks, alternatives to costly intercomparisons).
- GHG: Nearly finalised Greenhouse Gas Measurement Guidelines (to be key for training/monitoring).
- Next GHG Measurement Techniques meeting planned in South Africa (2026).
- Vienna Convention Trust Fund: new mandate emerging to support monitoring of ozone-depleting substances-ODS (halocarbons, HCFCs, etc.); possible early-stage projects under discussion.
 
- NOAA Global Monitoring Laboratory: flask sampling programme face severe funding uncertainty. Risk to long-term records (Mauna Loa, South Pole, etc.).
- WMO Secretariat restructuring: ~10% staff reduction expected. GAW not directly affected (funded via extrabudgetary sources).
- O3 intercomparison instruments from Spain: most returned; delays remain with Egypt, Kenya, Uganda. Lesson learned on customs/transit challenges.
3. Level 0 data (Kaisa, 20')

- General consensus:
- Focus on enabling reproducibility and reprocessing.
- Centralized archiving at data centres where possible.
- SAGs to provide guidance on what is required scientifically.
- Need to balance ambition with resources, especially in developing countries.
 
4. WOUDC 2.0, user services and technology behind the portal

Launch of WOUDC 2.0 platform in June 2025. - Lighter technology and infrastructure footprint;
- Search interface provides both raw file downloads and API/web services;
- WOUDC will become a WIS 2.0 facility for publishing data, sending real-time notifications via broker;
- Dobson cross section corrections in progress;
- All code and tools made open-source on GitHub (including Python library and Jupyter notebooks).

WIS 2.0 registration process for WDC is ongoing; may require re-submission of official letters from Permanent Representatives (seen as redundant by some). 
- 
The mechanism with respect to Eubrewnet, NDACC or SHADOZ data files has not changed. Data remains in each network's data centre as a single data point, but can be searched through WOUDC. 
- 
WOUDC backs up data every week and has a recovery plan. 
- 
Suggestion to have cash data from other data centres because of the instability in the whole system. 
Action: To open an issue to explore DCs cashing data from other DC

- Clarification on WIS 2.0: the topic hierarchy currently discussed in https://github.com/wmo-im/wis2-topic-hierarchy/issues/233 will be used both for searching in the WIS 2.0 discovery catalog and for subscriptions to NRT notifications.
