ADM0 - Republic of Malta : Malta is an archipelago composed of three islands.

ADM1 - Local Council : Malta is sometimes divided by its districts/regions, but these boundaries are for statistical purposes, not administrative. Malta only has one administrative subdivision, which is the local council.
