One thing to keep in mind is that Standalone Tiles is still in the Struts Sandbox. It hasn't had a release yet and it could undergo some changes before it does.

If you're using MyFaces, they have support for Struts Tiles-- there's a 'tiles.war' example app as part of their distribution, and a new Wiki page here: http://wiki.apache.org/myfaces/Tiles_and_JSF .
