In this example, I will create a policy that changes the wallpaper of the group it is applied too.

1. Turn off Internet Explorer Enhanced Security Configuration.
2. Create a folder in C: of AD01 and name it Wallpapers, save your image to it.
3. Share the folder through Properties -> Sharing -> Network Access. Give "Everyone" access.
4. Remember the network location of the image as you will need it later.
5. Back in Group Policy Management, find Desktop Wallpaper under User Configuration -> Administrative Templates -> Desktop -> Desktop.
6. Enable the setting and set the wallpaper location. Apply and close the menu.
