Payment Request API and filtering

• Update to PR API to indicate clearly where payment method capabilities from the payment app side are taken into account in matching. See the merged pull request
• Frank's proposal that, with permission, payment apps can receive customer data that is in payment request object. In light of the use of line items, Frank no longer requests that line items be shared; see issue 446 and proposal from AdrianHB that we proactively "discourage using this for shopping cart lists. As soon as this list goes beyond 5 - 10 items the UI challenges, especially on mobile, will become nasty." Do we need an editorial change to PR API?
