Reason for entering vcl_backend_error

Add two new variables for vcl_backend_error beresp.fail_code and beresp.fail_reason. fail_code is an integer and fail_reason is a string representation of the error. Both of these variables can be set by a custom director.

That gives us 6½ years to transition to the project, but first we need to decide what we want it to become.
