Adam De Fouw has updated the Cypress framework on master and v9.1.3 (pushed to version 4.7)

Discussion about database seeding:
- It appears that we might need to adjust the mysql_db function to return something to ensure that we are actually done with the process before proceeding with tests
- Seems to possibly impact slower CPU computers the most, but it might also be Windows-related
- Adam De Fouw will be looking into how we might be able to adjust that method to accommodate

Tintin Nguyen has been working on the Reporting integration tests for 9.1.3. There was a question about file downloads.
Tintin N. and Adam D. will meet individually to discuss a strategy for handling file downloads because there is no established practice yet.
