The tools for pushing to OBS and prepare releases are bundled in the uyuni-releng-tools package in the https://download.opensuse.org/repositories/systemsmanagement:/Uyuni:/Utils/ repository.

You need to add the correct repository for your system, and then install uyuni-releng-tools:

sudo zypper addrepo --priority 100 obs://systemsmanagement:Uyuni:Utils systemsmanagement:Uyuni:Utils
sudo zypper refresh
sudo zypper install uyuni-releng-tools
