PURPOSE

The Work Zone Data Exchange (WZDx) Smart Work Zone Subgroup shall review and recommend the inclusion of smart work zone data in the WZDx Specification to the Work Zone Data Working Group (WZDWG). The Smart Work Zone Subgroup will be the lead steward in proposing the means and necessary documentation/process for adding smart work zone data as an element within the WZDx Specification. Specifically, the subgroup will be extending the existing static work zone information to include dynamic, real-time data, different data sources, and diverse devices from smart work zones. This subgroup is open to all WZDWG members.

AUTHORITIES

The Smart Work Zone Subgroup is chartered under the WZDWG, which itself is chartered under the Federal Geographic Data Committee (FGDC) Transportation Subcommittee.

SCOPE

The WZDx Smart Work Zone Subgroup will provide leadership and direction in the use and development of the smart work zone data. The subgroup will be accountable to and provide recommendations to the WZDWG. The subgroup will also propose a means for extending the WZDx Specification to include Smart Work Zone Data ("smart data"). Smart data includes - but is not limited to - field device information and traffic metric data. The implementation of smart data will be a component of the WZDx Specification, being added as a new type of road event, i.e., a "smart work zone" road event. The subgroup will be primarily responsible for answering questions regarding the smart work zone event type and device applications and refining the smart data capabilities of the WZDx Specification over time to include new features such as new smart work zone device types. This subgroup will work on a similar development timeline as the other WZDx Subgroups, offering incremental updates and refinements to the WZDx Specification on an iterative basis.

The documentation, structure, and content of the smart data would be presented publicly through a new open-source repository on GitHub, maintaining a separate branch off of the existing WZDx GitHub Repository but retaining reference to the WZDx Specification (so as not to duplicate information or create a hard-to-maintain scenario for the specification). Smart data's inclusion in the WZDx Specification will be designed in a way and maintain a process so that, as circumstances dictate, it can be easily incorporated into the WZDx Specification repository, if/as desired by the WZDWG or WZDx Specification Update Subgroup in the future.

OBJECTIVES

The Subgroup shall:

  1. Create a new branch on the existing open-source WZDx GitHub repository site where subgroup information will be hosted while concurrently maintaining a process for the site's integration with that of the WZDx Specification repository in the future (if and as necessary).
  2. Organize the defined, smart data in a new road event type, i.e., "smart-work-zone," which inherits the "work-zone" road event type already within the WZDx Specification.
  3. Define the required fields and data sources for road event-level smart work zone data.
  4. Define smart work zone field device types and configuration details and device data (such as health status and operational metrics) for each device type.
  5. Develop documentation describing the new fields in detail, as well as how the smart work zone event type should be used and how it specifically fits into the context of the WZDx Specification (optional).
  6. Develop examples and JSON schema validation for the new smart work zone and field device information.

  • Engage new members of the SWZ Subgroup to obtain feedback on existing API and where new event types and device applications are needed
  • Expand or revise the Vendor API objects to create a draft of road event smart work zone information and specific field device objects
  • Meet with subgroup members to review the draft objects
July 19, 2021
    Item 3: Revise draft smart work zone and field device objects and create GitHub issues for each new object
  • Use discussion from previous subgroup meetings, supplemented with co-chair internal discussion, to create GitHub issues for road event-level changes and each new field device
  • Notify subgroup members once the issues are available and request comments via the issue discussion thread.
  • Meet with subgroup members to review the issues and comments
August 16, 2021
    Item 4: Create pull requests (PRs) from issues and group discussion which implement the desired new features supporting smart work zones and field devices
  • Meet with subgroup members to review the PRs.
September 20, 2021
    Item 5: Finalize pull requests, perform QA/QC, and merge to the base smart work zones branch containing all the proposed changes related to smart work zones
  • Make any final changes to PRs based on previous subgroup discussions.
  • Work with WZDx Spec Update Subgroup to perform comprehensive QA/QC on the new PRs.
  • Discuss the process for incorporating the smart work zone changes into the base WZDx specification
  • Present finalized PRs to subgroup members

    Item 6: Present all proposed changes related to smart work zones to WZDWG
  • Draft presentation slides for review by SWZ Subgroup Co- chairs
  • Clean up repository issues/discussion as needed
  • Present the status of the WZDx SWZ Subgroup’s optional “Smart Data” specification to full membership of the WZDWG at the Semi-Annual Meeting (tentatively scheduled for 10/28/21)

CO-CHAIRS

The WZDx Smart Work Zone Subgroup Co-Chairs shall be from organizations that are active in the development and application of policies related to the creation, publication, consumption, mapping, and analysis of data relevant to the mission of the WZDWG. The subgroup should have a minimum of two (2) and four (4) co-chairs that represent both data producers and users. Co-chairs will have administrative ("admin") rights on the WZDx GitHub repository to manage to pull requests and backlog grooming for the SWZ subgroup branch.

PROCEDURES

  1. Subgroup meetings shall be held at the request of the subgroup co-chairs and conducted as frequently as needed to meet subgroup objectives.
  2. Meetings will be held virtually.
  3. Agenda items will be coordinated amongst co-chairs and subgroup members and will be available at least five days in advance of the proposed meeting dates.
  4. This subgroup charter shall be reviewed and updated as deemed necessary by subgroup leadership.
  5. Salient issues and conflicts that need to be resolved will be escalated to the WZDWG Co-Chairs, as well as other WZDx Subgroup Co-Chairs, for schedule and resolution.
  6. The subgroup may establish additional rules and procedures for conducting business.

COORDINATION RESPONSIBILITIES

The subgroup will employ the tools best suited to meet its responsibilities, e.g., the use of teleconferences, GitHub, web meetings, and the like. Subgroup co-chairs will coordinate activities with other WZDx Subgroups, the larger WZDWG, the FGDC Coordination Group, and other appropriate parties that are necessary to accomplish key activities, effectively growing the geospatial community.

REPORTS

The subgroup shall develop an annual summary of goals, planned activities, and accomplishments that shall be presented to the WZDWG Co-Chairs.

The WZDWG Co-Chairs may request that the subgroup prepare special reports, white papers, technical papers, briefings, and other form factors to address pertinent issues, cross-cutting activities, and/or urgent matters consistent with larger FGDC community needs. These requests may come from one or several FGDC offices - the Office of the Secretariat, Coordination Group, or Member Agencies. The WZDx Smart Work Zone Subgroup, through the WZDWG Chair, will submit content for the FGDC Annual Report each year, as requested by the FGDC Secretariat.

The subgroup shall publish information about its activities on the WZDx GitHub wiki page (https://github.com/usdot-jpo-ode/jpo-wzdx/wiki). References may need to be established between independent sites, the FGDC Transportation Subcommittee site, and the GitHub repository.

APPROVALS

This Charter will remain in effect until amended, replaced, or terminated by the WZDWG Chair, the Transportation Subcommittee Chair, the FGDC Steering Committee, or the FGDC Coordination Group.

This charter shall be posted on the GeoPlatform Communities web site at https://communities.geoplatform.gov/ngda-transportation/work-zone-data-working-group/ as well as on the Work Zone Data Exchange GitHub wiki page - https://github.com/usdot-jpo-ode/jpo-wzdx/wiki.
