The Council of World Leaders was founded in the year 2145, in response to the growing global instability that had arisen from climate change, resource depletion, and geopolitical tensions. The founding members of the Council were the United Continental States (UCS), the Eurasian Federation, the Fédération Franco-Africaine, the South American Confederation, and the Pacific Alliance.

The UCS emerged as the dominant global power after the Unification War, having won decisive military victories against several rival states. It was composed of the former United States, Canada, and Mexico, as well as other nations in Central and South America. The Eurasian Federation was formed from the merger of Russia, China, and other Asian nations, and quickly became a major rival to the UCS. The Fédération Franco-Africaine was composed of several nations in sub-Saharan Africa, and played an important role in the negotiations that led to the establishment of the Council. The South American Confederation was formed from the remnants of several smaller states in the region, and was a key ally of the UCS. The Pacific Alliance was composed of several island nations in the Pacific Ocean, including Australia, New Zealand, and Japan.

At the time, Western Europe was still reeling from the impact of poor ecological management and the overuse of resources and materials. The region had suffered catastrophic damage from rising sea levels and extreme weather events, which had led to a massive influx of refugees and a breakdown of social and economic systems. The tattered remains of the European Union was not among the founding members of the Council.

The Council's primary goal was to promote peace and cooperation among its member states, while also addressing the pressing global issues of the day. Over time, the Council expanded its scope to include issues related to technology, trade, and culture, among others.

Today, the Council of World Leaders remains a vital force for all key Intra-Global Initiatives, with its member states working together to tackle the challenges of the building working societal connections across the solar-system.
