While it may seem odd, it is designed to protect anonymity. If you hover over the green bar with the cursor, you learn that the green bar represents the 15 to 85% percentiles of scores. Thus, the green bar does not reflect the full range of scores in a team, but rather the scores above the lowest 15% and the scores below the highest 15%.
We did this to protect the anonimity of members of your team who gave very low (or very high) scores. If teams know the full range of scores, they might be tempted to try to figure out who gave that lowest or highest score. By showing the 15-85% percentile instead, we offer a good impression of the range (15 to 85%) of most scores in the team while avoiding singling out individuals with extreme scores.
