Add a relaypublisher-manifest marketplace plugin and skill that creates, updates, and statically validates Relaypublisher manifests for multi-bundle macOS PKG applications. The skill supports AppType: pkg and AppType: lob, rejects unsupported DMG manifests, and does not run package, publish, force, Graph, or tenant mutations.

Relaypublisher can select the primary detection bundle when a macOS PKG contains multiple app bundles. The skills marketplace did not contain Relaypublisher manifest guidance, so users could not reliably author the new PrimaryBundleId and BundleBuildVersion contract through a reusable skill.
Create a self-contained relaypublisher-manifest plugin version 0.1.0 with one implicitly discoverable skill. Keep the entrypoint concise and route macOS schema details to a focused reference. Prefer the target repository's schema and documentation, preserve unrelated YAML content, never invent bundle metadata, and use relaypublisher validate when the compatible CLI is available. The detailed contract covers one-to-500 unique included apps, exactly-one primary selection, PKG and LOB version differences, updater omission, and explicit DMG rejection.
The marketplace catalogs, plugin metadata, changelog, and English/Japanese README files are updated together. No custom validator, app dependency, MCP server, or GitHub skill mirror is added.

- Implement the skill entrypoint, UI metadata, and macOS manifest reference under Issue #38.
- Run structural, CLI, and independent behavioral validation under Issue #37.
Run the skill creator validator, the repository marketplace validator, JSON checks, and git diff --check. Validate representative PKG and LOB manifests against the Relaypublisher feature contract in an isolated temporary workspace. Independently test valid primary selection, ambiguous and missing selectors, LOB build-version requirements, updater omission, DMG rejection, and old or unavailable CLI behavior.
