With exception of the 'temporary commands', all talking features are integrated in the GUI since version 4.1.
Check the Buttons option of the GUI for a basic or extended use of the RGL button, synchronized with the forced gagtalk/whisper level.
You can also use the Moaner, available in the UBC GUI.
Commands
Several commands are related to talking or whispering.
Note that the different garbling commands have as effect that your messages and whispers are garbled before being sent to the server, they can't therefore be ungarbled by a cheat command or tool.
Permanent commands
The most interesting settings are in the GUI - Talking.
UBC also provides two alternative commands to the standard BC commands:

/murmur (MemberNumber|Name|Nickname) (Message) to send a whisper to a player (actually the same as the BC beep whisper, but the error messages will not disappear after some time)

/ping (MemberNumber) (Message) to send a beep to a player (actually the same as the BC beep command without WCE, but the beep errors will not disappear after some time)
Temporary commands

/atalk (animal) (stuffhere) to speak once as a specified animal
Available animals:
1 bunny - 2 cow - 3 fox - 4 kitty - 5 mouse - 6 pig - 7 pony - 8 puppy - 9 wolfy
This command does not override the 'permanent' animal talk mode, forced witb the /ptalk command. That's why it is recommended to use /atalk only when you are in human talk mode.

/btalk (stuffhere) to speak once as a baby

/gtalk (talkmode) (stuffhere) to speak once in gag talk.
If you are gagged, only higher garbling levels to the level produced by the gag can become effective this way. The garbling level will be applied in all cases, even if you are in rp difficulty and have checked the case to ignore garbling.
Talkmode is a number between 0 and 10:
- 0 real gag talk with garbling level based on the currently worn gags and other items restraining talking (including LSCG collar and spells)
- 1 almost no gag talk - 2 very light gag talk - 3 light gag talk - 4 easy gag talk - 5 normal gag talk
- 6 medium gag talk - 7 heavy gag talk - 8 better heavy gag talk - 9 very heavy gag talk - 10 total gag talk

/stalk (stuttermode) (stuffhere) to speak once in a specified stuttering mode
Stuttermode is a number between 0 and 4
0 no stuttering - 1 light stuttering - 2 normal stuttering - 3 heavy stuttering - 4 total stuttering
This command can only be used when you are not in a 'permanent' stuttering mode, forced by the /stutter command
