A qualified witness is a�witness�who lays the�foundation�for the admission of a company's business records into evidence.�

This case from the U.S. Bankruptcy Court for the District of Delaware, explains that ��a qualified�witness,� who may establish foundation for admission of evidence under business records exception to hearsay rule, is someone with knowledge of procedures governing creation and maintenance of the type of record sought to be admitted, but need not have personally participated in creation of that record or know who actually recorded the information. A witness is qualified to lay the foundation for business records if he or she is familiar with record-keeping procedures of the organization.�
